If you wanted to get 2 of the Valterra RV Water Tank # R8036 and use one for fresh water and the other for grey water you can but there are a few problems with this.
The first, as you noted, is that this tank wouldn't have the correct fittings for your application. If you are handy and can do some drilling and use glue to install some compatible fittings then that takes care of one problem.

The Valterra Waste valves like part # T1001VPM that are 1-1/2" in diameter are different than your fresh water drain. There is not a SeeLevel monitor for a single tank, they are all designed for at least 2 tanks. You can still use the monitor for just one tank though, and the monitor also includes battery status and a pump switch; for that you would need the following:

While we do have drain valves for your RV's fresh water tank, you do need to have access to the tank in order to install them; unfortunately there isn't an option for a valve that can be installed without some type of access. Unfortunately having your RV information does not tell me what fresh water pump that you have or if the HydroMax RV Fresh Water Pump # P25201 would be the correct replacement.
However, I can tell you that the HydroMax RV Fresh Water Pump # P25201 is a direct replacement for a 3-gallon-per-minute, 12-volt pump and uses 1/2" diameter hose. This pump will almost certainly work as a replacement, but whether it is a direct replacement depends on what you currently have.

If you are asking if the Camco RV Drain Valve for 1/2" or 3/8" Diameter Drain Hose - Male NPT Thread # CAM22243 can be used to drain your RV's fresh water tank the answer is absolutely it can so long as you are able to thread it into a 1/2 inch or 3/8 inch drain hose.

You could use the Valterra RV Water Tank - Non-Toxic - ABS Plastic - 30" x 8" x 16" - 15 Gallons # R8030 as a gray water tank but gray water tanks usually have a larger drain hole to ensure that no food particles clog the drain line. This tank only has 3/8" threaded fittings to install the drain line. Backlfow preventers are used to prevent water from backfeeding through the water pump and seeping back in to your fresh water tank when hooked to city water.
A backflow preventer is also usually installed behind the city water connection to prevent water from coming out of the city water connection when you are using your freshwater tank and water pump.

I believe what you're referring to is simply just the fresh water tank drain, which you could use part # CAM22243 to tie into your tank and allow it to drain.

The 18-1/4" x 12" Holding Tank Heater Pad # 277-000164 that you referenced would work well for your 30 gallon fresh water tank as it is designed for 29-40 gallon tanks.
The heater is powerful enough that it would not need to make contact with the entire bottom of the tank. It would generate enough heat with it's pad size of 18-1/4 inch by 12 inch size to keep it warm.

For your 50 gallon fresh water tank you will want to use two of the ThermaHeat RV Holding Tank or Step Heater Pad w/ Thermostat # 277-000163 wired together. You can use the ThermaHeat Elbow Heating Pad # 277-000161 as well, but this is a pad for 3 inch pipes so you will want to put it there as opposed to your tank. It definitely is a guessing game when it comes to filling your holding tanks. For a much more accurate reading of the water level in your black tank, as well as your fresh and gray, you can install the SeeLeveL RV Holding Tank Monitor # SE44VR.
